MEGABABE -- Japanese Chicks Rock!!!
I love Japanese punk rock, and Japanese all-girl punk rock, so it is no surprise that I just spent the past hour looking up Japanese all-girl punk rock bands on YouTube and found. . . MEGABABE! If you've got 10 minutes to spare, check this out -- and watch the bass player; she's amazing (and has some serious guns too!)

I'm assuming you've seen Shonen Knife. not really punk but cool all the same. I don't even know if they're still together.
Oh... And Bondage Fruit rocks too! Also, not really punk... but certainly Japanese musical sensibilities.
